Meeting Namibia’s Challenges with Faith and Resilience
The department consists of a programme secretariat headed by the Programme Director Rev. Josef Ngula and supported by the team of project Advisor, Coordinator, Finance and Administration officer, and field officers who are supported by a robust network of 224 active pastors and 45 deacons, who work at the community level to provide social mobilization and implement development interventions. Through these efforts, ELCIN DMDSS translates awareness into tangible social action, contributing significantly to the improvement of community well-being. Over the past decade, ELCIN DMDSS has successfully implemented a variety of impactful projects, including:
- Supported by the Ministry of Foreign Affairs in Finland and the Helsinki Deaconess Institute, this project focused on improving the lives of elderly individuals.
- Also funded by the Ministry of Foreign Affairs in Finland and the Helsinki Deaconess Institute, this initiative aimed at providing youth with essential skills and opportunities.
- Engaged in broad social community efforts with support from the Ministry of Foreign Affairs in Finland and the Helsinki Deaconess Institute.
- Tackled gender-based violence with funding from the Ministry of Foreign Affairs in Finland and the Helsinki Deaconess Institute.
- Promoted good governance practices, funded by the Lutheran World Federation.
- Addressed malaria prevention and treatment with support from the Evangelical Lutheran Church in America.

ELCIN DMDSS has grown into a national voice for community empowerment, human dignity, and social justice. Our reach spans urban and rural communities, border towns, and informal settlements—responding to both longstanding inequalities and emerging crises.
We support Namibians to find local solutions to local challenges, inspired by love, guided by truth, and committed to justice.
